Operator rules are only the starting point. Crowds, escalators, heat and unfamiliar sounds can make a technically permitted journey unsuitable for an individual animal.
GVB rules in Amsterdam
GVB states that a pet may travel free when it is on your lap, in a suitable bag or on a short lead. The animal must not obstruct or disturb other passengers.

NS train rules
NS allows small pets to travel free when carried in a bag, basket or on the passenger's lap. A larger dog generally needs a dog ticket and must be on a lead.
Ticket products and conditions can change. Buy the correct product through an official NS channel and confirm its validity for your planned journey.
Prepare for comfort and control
Practise short, quiet trips before a long journey. Use secure identification and bring water, waste bags and a familiar mat where practical.
Avoid blocking doors and aisles. Give other passengers space, and leave the vehicle if the animal becomes too distressed to continue safely.
Make a backup plan
Lifts can be unavailable and services can be crowded. Plan an accessible route and allow extra time instead of forcing a hurried transfer.
For a necessary journey with a very anxious, unwell or mobility-limited pet, discuss alternatives with a veterinarian or suitable transport provider.
